PARK GUARDS TRAINING COURSE TO IMPROVE SKILLS

The International Centre of Education for Development (CIEDE), initiated the First Advanced Training Course for Provincial Park Guards, organized by the Center of Formation and Qualification in Protected areas of the Administration of National Parks, located in Embalse, Córdoba. This course has as its objective to level knowledge to handle common elements that will actually allow an approach between the great lines of action in the matters of conservation and its applications. It also aims to accredit techniques and visions in civil servants who develop similar tasks, from different jurisdictional scopes.
The pupils are park guards of Protected Areas, fauna guards and environmental guards of different municipalities from the Province of the Neuquén. In addition, participate park guards of Protected Areas of the Province of Santa Cruz; and it is scheduled to last until the 14th of November. This activity counts on the educational contribution of the CIEDE itself, technicians of the Provincial Direction of Natural Protected Areas of the Province of Neuquén and the National University of the Comahue, besides the ones of the Administration of National Parks itself. The inauguration of the course counted on the presence of the director of the CIEDE, Graciela Bianchini, the chief of the National Park Lanín, Salvador Vellido, the coordinator of the Centre of Training and Qualification in Protected Areas of the APN, Juan Zabalza, and the Provincial Director of Protected Natural Areas of the Province of Neuquén, Héctor Godoy. "These qualifications represent a specific action that is made necessary for the strengthening of the Federal System of Protected Areas"; they indicated in the opening act. It is the first initiative of this type that is undertaken by the Administration of National Parks and aspires to being the beginning of a series of similar courses that will be carried out all over the country.

THE PRESIDENT CRISTINA FERNANDEZ DE KIRCHNER WILL TODAY PARTICIPATE IN 18th LATIN AMERICAN SUMMIT OF GOVERNMENT AND CHIEFS OF STATE

The meeting takes place in El Salvador and the countries of Latin America will participate, besides Spain and Portugal. FIRST OBLIGATORY ENVIRONMENTAL INSURANCE IN THE WORLD IN ARGENTINA

The holders of more than 35 thousand companies of the country that realise activities risky for the environment, will be forced to contract environmental insurance, according to resolution 1398/08 of the secretariat of Atmosphere and Viable Development of the Nation, published in the Government Reporter on 22nd of September. This way, Argentina becomes the first country of the world in establishing this type of obligations that will affect from artisan wastebaskets to mining and oil companies, in amounts that oscillate between 120 thousand pesos and the 50 million pesos. According to article 22 of the Law, “all physical or legal, public or private person, who realises risky activities for the constituent atmosphere, ecosystems and their elements, will have to contract an insurance cover with an organization sufficient to guarantee the financing of the restoring the damage that its type of activity will be able to produce”. As the authority of application of the General Law of the Atmosphere, the secretariat made the political decision to solve the problem posed when determining, in individual resolutions, those activities that are considered risky for the atmosphere. THE INTERNATIONAL UNION FOR CONSERVATION OF NATURE (IUCN) RECOMMENDS THE SUSTAINABLE MANAGEMENT OF FISHING IN THE RIO DE LA PLATA RIVER BASIN

The assembly of the members of the International Union for Conservation of Nature (IUCN in its abbreviation in English), approved the motion of “Conservation and sustainable use of fish” in the second largest river basin of South America, that includes territories of Argentina, Bolivia, Brazil and Uruguay, and all the surface of Paraguay, presented by the Foundation Proteger with the support of the Fundación Ambiente y Recursos Naturales (FARN) and the Secretaría de Ambiente y Desarrollo Sustentable of Argentina. The recommendation insists “to the States of the River basin to support cooperative programs of conservation, to the participatory management and sustainable use of the fishing grounds, with added value of the fishing resources through fair trade practices”. The base of this fair trade is in “the community, as well as the access to the information and participation in the decision making on the part of the local communities, including the endorsement to demonstrative and replicable experiences of sustainable handling of fishing resources”.
Also it asks for “to the governments and state, academic and technical organisms of the five countries, to grant the highest priority to the implementation of measures of conservation and viable use of wetlands and its resources and to the maintenance of the conditions and essential ecological processes of the water ecosystems of the River basin, and to the sustainable handling of the fishing grounds, in accordance with the Ramsar Convention”. The Rio de la Plata River basin, with more than 3.200.000 square kilometres, is the second in importance in Latin America after the one of the Amazon River; it includes the territories of Argentina, Bolivia, Brazil and Uruguay, and all the surface of Paraguay. The main rivers of the river basin are Parana, Paraguay and Uruguay. Its fishing grounds, of a high social importance as sustenance of the coastal communities, is of an exceptional wealth and diversity; only in the Parana river there are more than 240 species of fish. “We hope that the recommendation will contribute to the maintenance of the populations of fish and, simultaneously, to the improvement of the quality of life of a great number of local communities that depend on these vital resources for their work, health and food”, emphasized the president of Proteger, Julieta Peteán.

THEY DONATE COMPUTER SCIENCE EQUIPMENT FOR PEOPLE WITH DISCAPACITY

They are the first protected areas of the Northern Patagonia region in counting on this technology. The initiative was of the Telephone Foundation that maintains an alliance with the Administration of National Parks (APN), in the development of educative programs, social and cultural, oriented to the conservation of the natural patrimony of Argentina. They presented the project “You Teach, Flora and fauna”. The National Parks Lanin and Nahuel Huapi received from the Telephone Foundation, the donation of computer science equipment for people with discapacity, becoming the first protected areas of the Northern Patagonia region in counting on that technology. The centres of interpretation for visitors of both parks received equipment that include from a special keyboard, two mice - each especially designed for different incapacities, motor or visual, until a telephone for deaf people. Also, the programs “SICLA” were given to them that is an augmentative system of the communication for people with cerebral paralysis; and “Read Everything”, that facilitates the reading to him to those who visual diminution or blindness has less vision or is going blind. As much the qualification as the adapted incorporation of computer science technology arose from the alliance that maintains the Administration of National Parks with the company Telefónica in the development of educative, social and cultural programs.
These programs are oriented to the conservation of the natural patrimony of Argentina, like the program “National Parks and Interactive Schools”. Both donations took place in the respective sites of the Supervisors of the National Parks Lanín and Nauel Huapi. , acts that they headed intendants Rescuing Vellido and Juan Salguero in each one of the centers of interpretation, where they were at the same time in operation the computer science equipment that will be at the disposal of the visitors, and for educative activities that are developed with the schools of special education.
According to the data published by the INDEC in "First National Survey of People with Incapacity 2002/03", in Argentina there are approximately 2.200.000 homes where a person with discapacity lives.

ARTISAN FISHERMEN FAVOURED BY THE CREATION OF THE PARQUE NACIONAL MONTE LEON MOUNT LION NATIONAL PARK

The creation of the first sea coast National Park of Argentina, which took place on the 14th of November of 2002, opened up the possibilities so that, through an subsidy of the World Bank, the development of an incipient industry began, that has an ample market to explore: the elaboration of canned fish in the estuary in Puerto Santa Cruz Port whose emblematic species is the sea bass.

The project at issue, tied to the development of the artisan fishing, counts on three basic objectives: a biological investigation of the resource to determine its stock, a study of the market to analyze the supply and the demand, and an analysis of the social and economic impact that the activity of artisan fishing has in the community. “The project also aims to rescue the value of the resource through the putting in value of everything what is the production chain, reason why we began to promote a little what can be the elaboration of the canned fish to grant the maximum added value to the fish of the estuary”, said Pellanda. MAPUCHE INDIGENOUS PEOPLE DENOUNCED FOR INVADING THE NATIONAL PARK NAHUEL HUAPI

The fact originated last Saturday in a sector of the zone of Ñirihuau Arriba, at 25 kilometres to the East of the City of Bariloche. The occupants created the community "Inkaial Wal Mapu Meu" , whose historical presence in the place was not known by the Administration of National Parks. In an official notice, the organism reviewed the work developed with communities of original peoples in the region.
The Mapuches that occupied the estate remembering "the last day of freedom of the original peoples", declared to the Argentine State and National Parks to be their enemies and they argued ancestral rights on the "recovered "territory. In a press conference, the supervisor of the Park, Juan Salguero, said that the group of occupants was "unknown" until Saturday and he emphasized that "they do not recognise the Argentine State nor its institutions". He added that they tried to approach the group through the park guard of the place, but that the agent was expelled from there.

By means of an official notice, the Administration of National Parks today reviewed the work developed with communities of original peoples in the region and did not recognise "the historical presence in the place of this community" , when justifying the denunciation of the crime of usurpation before the Federal Court of Bariloche. The text - signed by the president of the organism, Héctor Espina, and the Salguero himself - emphasised "the work that Parks have been carrying out for years regarding the recognition of the rights of the original peoples and the labour of community strengthening".

It indicated that the "lof" – the Mapuche community Inkaial Wal Mapu Meu "does not acknowledge the existence of the National State and declares the Administration of National Parks to be an enemy, thus "it becomes impossible to initiate a constructive process of dialogue."We emphasise the presence of the park guard of Zone Center, that on the occasion of carrying out a habitual round accompanied by one of the neighbouring settlers, arrived at the place where they were not received in a good manner", it indicated, adding that "information was refused to him and also the right to pass" was impeded. The official notice also emphasised that were no previous meetings between the group and the Park, "nor any presentation of formal claims on the part of that community". It indicated that it was aimed at "the strengthening of the bond with the original peoples in the management of natural handling of the resources", which included the hiring of members of those communities and the ceding for the management and operation of some areas.

CHILE SOCCER TEAM WINS HISTORICAL VICTORY OVER ARGENTINA

THE FUTURE NATIONAL PARK PIZARRO COUNTS FROM JULY WITH A POPULAR LIBRARY

The donations have been bequeathed from several publishing houses, the Book Foundation and the National Library. At 280 kilometres to the East of the Salta capital, Pizarro advances in the creation of the protected area with some previous steps, like the restoration of the old station of the railroad, the site of the new library and cultural centre for more the 300 young people of the zone, as related to by the guard park and coordinator of the project, Eloy Lopez. “Since we arrived, in January of 2006, we looked for to stimulate the social bonds in the affected territory and this is but a step on the road to the creation of the National Park. The donations arrived from the Book Foundation, that received the order in direct form from the people of Pizarro and the National Library, that sent works on culture, literature. The opening of the Library of Pizarro in the old station of the railroad, now partly recovered, took place on the 15 of July and was attended by the writer and national deputy Miguel Bonasso. He gave to the library several copies of Memories of the Death, Newspaper of a Clandestine one, Don Alfredo and the Tomb without Peace, among others. To its supply of reading, the new library added at the beginning of August a cycle of popular cinema thanks to a giant screen and equipment of audio donated by the National Parks Agency. "This project arose from the young people of Pizarro. They are the ones that requested cultural spaces where to meet. They dream about a museum, a cultural centre, a sports field, libraries and internet. We said we are going to accompany them, and that is what we are doing", concluded Lopez.

RAMSAR WETLANDS SITE UNDER THREAT IN ARGENTINA

A judicial sentence would allow building a road through a protected wetland site. It authorized a Study of Environmental Impact to build a road to an area where a private district will be constructed. The sentence contradicts another that had been resolved by the same magistrate in 2005. The work would attempt against the integrity of the Natural Reserve. The authorization of an Impact Study (EIA), prepared by Judge Federal Federico Faggionatto Márquez, to build a road that crosses the Natural Reserve of Otamendi, in the Buenos Aires Province City of Campana, was denounced by the workers of the Administration of National Parks (APN). “This decision contradicts a failure ready by the same court in 2005, and would qualify a private company to construct a road that would cross a sector of high environmental value”. The threat on the Otamendi Reserve, who recently received the status of a Wetlands site of international importance by being designated a Ramsar Site, began in the year 2000, when a private company asked to build a road, a request that was dismissed by the APN. The real estate company " Puerto Palmas, Pueblo Ecológico"; , of the company Brenna and Associates that owns lands on the banks of the Parana River, seems to be looking for to count on an "eccentric" access - the official notice says, " through a Natural Reserve to distinguish it from other local suburban developments in the great Buenos Aires area.

BIRDS AND TOURISM FLY TOGETHER

A strategic alliance between Aves Argentinas or Argentine Birds and the Secretariat of Tourism of the Nation is helping to demonstrate that the development and the conservation of the nature can be compatible activities. The so called "Industry without chimneys" can be a successful ally to conserve the birds and their habitats. Nearly 80 million bird watchers travel the world to identify almost the 10,000 species of birds that inhabit the planet. To register them depends on their habitat being protected. Countries like South Africa or Spain have increased in the last years the number of tourists who wish to enjoy nature. And the bird watchers are amongst the most specialized groups motivated to travel. In our country, sites like Punta Tombo or Iberá and several National Parks of Argentina, where the wild birds appear as outstanding stars, are habitual destinies of the IBRD-watchers. But all the Provinces have their own valuable and singular places. For that reason Aves Argentinas Argentine Birds is promoting together with the Secretary of Tourism of the Nation the Programme Birds and Tourism, to make Argentina known as an ornithological destiny. And they also stimulate so that the protected areas fortify and offer services for them, and that the Provinces and proprietors of lands also generate a suitable framework to attract the contingents that enjoy the nature and thus help to conserve it. Lately, Argentina participated in several fairs of bird watchers abroad. In addition, it is driving the design and assembly of observatories of birds in the National Parks Tierra del Fuego, Río Pilcomayo, El Palmar, Perito Moreno and El Rey. On the other hand, together with the Provinces, Aves Argentinas Argentine Birds are collaborating with the design of eco tourism circuits in San Salvador de Jujuy, the East of Formosa and Northeast of Buenos Aires and the South of Entre Rios, training tourist guides specialised in bird watching and promoting the publication of books and guides for the identification of birds. These actions are the beginning of a scene in which all we can contribute with our own grain of sand. In order to help to that also in this area, Argentina raises flight.
